Job Description:The Head of IT Governance and Planning is responsible for the overall delivery of the IT component of business change and IT specific initiatives. The role will lead the team of IT Project Managers with composite traditional and scrummaster skills, and IT management support staff including responsibility for resource management across delivery, and setting IT Project Management standards. They will ensure that all team members adhere to agreed project management methodology, appropriate software development life cycle and related framework, managing the contribution that IT makes to business objectives. Key accountabilities: Delivery & amp amp Cost Management: Responsible for the governance and quality of IT Projects and/or IT workstreams of business change programmes Assigns, schedules, reviews, and monitors work to ensure that progress is within expected guidelines and is completed on time and within budget Works with appropriate customers to estimate the workload, identify the roles of project team members and secures the relevant project resources Ensures that risks, issues and dependencies are being recorded, monitored and proactively managed to minimise disruption to successful delivery Manages the budget associated with IT work, monitoring expenditure and cost against delivered and realised benefits as the project progresses Reviews actuals and forecasts with PMs and challenge overspend / underspend Manages the cross-charging of resource and other costs to the relevant cost-centre Accurately reports project progress to IT exec management and the Business Transformation Office Ensures accurate and timely reporting to the various Project Boards Delivers monthly KPIs as set by IT Function People Management: Responsibility for all IT project managers and the IT management support personnel Lead and mentor the IT project managers from initiation through delivery, as determined by the overall strategic initiative and lifecycle selected. Lead and mentor the IT management support personnel as they provide guidance on project management standards, tools and resource allocation and in-flight optimisation Be the primary contact for prioritisation and allocation of Project managers Maintain Demand/Supply view in relevant PMO tooling for resource allocation Manage any technical suppliers to ensure adherence to brief, technical compliance and value for money Influences and negotiates with senior stakeholders to ensure business analysis, development, test and implementation activities are visible and in line with agreed customer expectations Product Management: Ensuring that the relevant technical product visions and strategies are set, that the most relevant ideas are gathered into features Ensures that user stories and requirements are captured and that the IT PMs are clear on what they will deliver, by when, with what resource, following what process and to what standard. Essential Prince 2 qualified / PMP / P3O qualified Prior experience with Scrum/Agile methodologies with the enterprise-level application development 15 Years experience of running Portfolio and Project Management offices Solid understanding and expert knowledge of both Agile and Waterfall Project Management principle and practises Experience of managing multiple Project Managers with concurrent projects with proven delivery within a commercial IT environment Experienced in delivering IT based solutions developed using a structured methodology Knowledge and understanding of the full project/development life cycle and the concepts and practices required to implement effective IT systems Experienced with managing global teams Excellent written and oral communication skills Have the ability to gather, analyse and evaluate facts and to prepare and present concise oral and written reports High attention to detail, well-organised and capable of handling multiple objectives and stakeholders Develop and maintain constructive relationships with senior management worldwide Proven experience interacting directly with end users and subject matter experts Must be flexible and willing to undertake a wide variety of challenging tasks, be able to work under pressure and to deadlines Microsoft PowerPoint, Excel, Visio and advanced Microsoft Project skills Desirable Bachelors degree, in a technology related field or other degree preferred Understanding of Quality and Test assurance Qualified Scrum-Master MSP, MOR qualified.
